Progetto per la Biblioteca Civica sul fiume Lana a Tirana.

Il progetto prende spunto da amici, appassionanti, amanti del libro, gente tranquilla che sogna da anni di avere una Biblioteca Civica per Tirana, ma per questione di fondi, spazi o volontà non riesce ad avverarsi.

Tirana è una città che da un punto di vista urbano si sta sviluppando molto velocemente e con una costruzione di alta qualità. C'è una grande “corsa all'oro”, ma come la storia ci insegna non è tutto oro quel che luccica, per cui con una visione più attenta si capisce bene che all’alta qualità costruttiva corrispondono terribili parametri urbanistici, lontani anni luce dalla normativa UE. Il famoso standart di 18m²/ residente non solo non esiste, ma per dipiu non è più applicabile. Il livello della qualità della vita in una città dipende molto dai parametri urbanistici. È chiaro che stiamo distruggendo irrimediabilmente Tirana a favore di uno sviluppo decisamente non sostenibile. Gli spazi pubblici sono ridotti, non si respira più, non vi è più spazio per gli edifici pubblici per ciò che dovrebbe essere il cuore della città.

Costruire sul fiume è certamente un sogno pericoloso per un progettista che vuole salvaguardare la natura e gli standard ma penso che è un percorso che vale la pena esplorare con le dovute precauzioni, capire le potenzialità e i rischi, confrontarlo, magari attuare un grande programma di sostegno per il risanamento del fiume o semplicemente svegliarsi e continuare a costruire torri.

Design deciso, puro, volto alla realizzabilità con forme semplici riconducibili ad un cilindro, struttura resistente “per forma” ma spinta con grandi sbalzi. Concepito nel più affollato incrocio di Tirana, come uno spazio totalmente pubblico, lontano dal partenariato pubblico-privato. Ci sono sottili riferimenti ai simboli nazionali ma domina l'idea di questo grande cilindro rappresentante dei flussi dell'acqua del fiume che spezzato a metà e inclinato, si confronta con le due sponde del fiume  aprendosi in due grandi spazi pubblici e filtrando al suo interno il sapere. Le due grandi coperture inclinate verso il fiume, coperte con dei fogli di rame ossidato, si estendono tenendosi sempre sotto il livello della vegetazione esistente. La biblioteca si sviluppa in due blocchi ed in tre livelli. Blocco adulti e blocco bambini. Il piano terra destinata a sala riviste, al primo piano le due biblioteche si collegano tra loro anche funzionalmente mentre il secondo livello è limitato a uffici del personale.  Superficie pubblica ottenuta 1300 m². Superficie destinata alla biblioteca 2500 m²

Project for the Civic Library on the Lana River in Tirana

This project is inspired by a group of friends, book enthusiasts, and peaceful individuals who have been dreaming for years of having a Civic Library in Tirana. However, due to constraints related to funding, space, or political will, this dream has not yet materialized.

Tirana is a city that, from an urban perspective, is rapidly developing with high-quality construction. There is a great "gold rush" mentality, but as history teaches us, not everything that glitters is gold. Therefore, with a more discerning vision, it becomes clear that high-quality construction is accompanied by urban parameters that are far from compliant with EU regulations. The famous standard of 18m² per resident not only does not exist but is also no longer applicable. The quality of life in a city is highly dependent on urban parameters. It is evident that we are irreversibly harming Tirana in favor of a decidedly unsustainable development. Public spaces are diminishing, the air is becoming less breathable, and there is increasingly limited room for public buildings in what should be the heart of the city.

Building on the river is certainly a risky endeavor for an architect who wants to preserve nature and adhere to standards. However, I believe it is a path worth exploring with due precautions, understanding its potential and risks, and considering the possibility of implementing a significant river restoration program or simply waking up and continuing to build towers.

The design is resolute and pure, aimed at feasibility with simple forms reminiscent of a cylinder. The structure is robust by design but characterized by significant overhangs. Situated at the busiest intersection in Tirana, it is conceived as a completely public space, far from public-private partnerships. While subtle references to national symbols are present, the dominant concept is that of this large cylinder representing the flow of the river's water. It is split in half and inclined, engaging with the two riverbanks, opening into two vast public spaces, and filtering knowledge within. The two large, sloping roofs facing the river, covered with oxidized copper sheets, extend while always maintaining a profile below the existing vegetation level.

The library is divided into two blocks and three levels, one for adults and one for children. The ground floor is dedicated to a magazine room, and on the first floor, the two libraries are functionally interconnected. The second level is limited to staff offices. The total public space obtained is 1300 square meters, while the library's dedicated area amounts to 2500 square meters.
