Taihe County is located northwest of Anhui Province and belongs to Fuyang City, with a long history of culture, and is known as the "hometown of calligraphy and painting." The six museums and two centers in Taihe County include six museums, a planning museum, a library, archives, a culture museum, an art museum, and two centers for youth and employee activities. The building volume generally presents a "Pin" structure, and the eight functions are effectively divided into three relatively independent areas. The connecting corridor connects the three functional areas and forms a public space, which is convenient to use while maintaining the integrity of the building, and is an important window for Taihe to show the quality and image of urban space.

Timing, location and harmony of the three-legged stone inkstone
The building embodies the three-legged stone inkstone, representing Taihe's culture, history, and iconic character through the harmony of time, place, and people. The site's resources and constraints allow for eight pavilions to form three functional blocks: the northern Library and Archives, the southeastern Planning Museum, and the southwestern Cultural Center Pavilion (housing Staff and Youth Cultural Activity Center, and Cultural Center and Art Museum), creating three cohesive and immersive volumes.

The main pedestrian entrance is at West Wenming Road in the south, while the car entrance is at South Chuangyi Road in the east. Vehicular traffic and surface parking are mainly concentrated on the northeast side to realize the separation of pedestrian and vehicular traffic. At the same time, the y-shaped flow line connects the three functional blocks and permeates the garden-style walking path around the site.
