The urban park, a new driving force of urban vitality, is structured around trè squares polycentric which branches off a shirt walking and cycling routes which connect this place with the urban district and in particular with the green system already existing between Villa De hood, through Piazza Savoia and green space in the west of Via Monsignor Bologna, located at levels considerably divergent and that the project through the new system of routes with the structure of the regional headquarters seeking a solution to this discrepancy morphological of the area. The park headquarters and regional dialogue between gold as if they were the continuum of each other, both in architectural forms, oriented to an organic time to embrace the user who runs these spaces, and both functions as the regional headquarters stuck the difference in height between Piazza di Savoia and the former sports field located - 11 m to each other, creating public spaces under the same regional office, which is raised from the floor of 6, 5 m to the plane decking the park place at the level - one of the project plan, which will become the spaces at the service of joint dislocation of some departments at the same level of poaching of plane park creating a direct transmission between the various functions.
The regional seat is constituted by an architecture consists of three volumes irregular wedged between them, that are oriented and take shape insinuating itself within the system of the green.
The lower volume of ovoid shape, developing on two levels, the ground floor -1 to 0, the volume that allows access to the regional headquarters, putting in connection with the arcade being formed below the regional headquarters and spaces unbuilt neighboring in this portion of the structure are contained in the departments and services for the citizen.
Another volume is represented by an organic form S of 4 levels above ground, made with a mixed structure ca, and steel, with a casing constituted by a structure completely double glazed with large air chamber of 40 cm with function chimney effect, with respect to the inner skin of the building. This volume contains in particular the offices of the employees, with attached the related services and archives stores, distributed the latter, in every single level.
The vertical connections are represented by three vertical links, consisting of double lift with stairs in the central area of ​​the building, and two lateral links with circular scale and relative lift of cylindrical shape, connecting the structure on all levels.
The last volume, prismatic contains representative offices, the boardroom and the regional meeting of the county council in connection with the previous volume.
The council chamber is the last level of this volume, facing the park area with a transparency that allows volumes to put institutions in touch with citizens, making this architecture to reappropriate its social value, highly representative and not as simple wrapper containing functions.
Volumes, except prismatic, have a green roof with various tree species act as natural acoustic and thermal insulation to further integrate the regional office with the green system. From a top view of the intervention 70% of volumes, albeit with large dimensions, it is fully integrated with the green system.
The park has a tensile structure of 2200 square meters with the function of protecting the main routes, making viable the latter is that in rainy periods of strong sunshine, making it more accessible access to the regional headquarters.
The park has in its basement a large car park with 212 parking spaces, with access via Monsignor Bologna, through the ramps that lead to the level -2, from which level by stairs and elevators can be accessed enter the floor Park -1.
The project also creates a link with the green area located east of Via Monsignor Bologna, through two pedestrian bridges cycle, through a game of unevenness in the park project, creates visual and real union of these two green areas, currently divided by the road system.
It provides accommodation buoyancy road network, which includes the creation of a new roadway between Via and Via Monsignor Angelo Scatalone Bologna, through costeggiamento of the park, with the formation of two Rondo, one in the intersection of these two paths and one at the intersection of Via Via Monsignor Trevisonno and Bologna, is also planned the elimination of the parking perimeter to the public areas which will be diverted in the underground car park of the park.

The height creates a right relationship with the existing buildings and spaces Public, which ranks as a volume contemporary with an organic form sculptural highly representative in relation to functions contained, with the aim of becoming a pole of attraction for the city as well as the functions contained , for its architectural value. The transparency of the volumes have a moral value from the company, the idea of ​​giving transparency between what happens in the institutions and life of the city, to be understood as a whole, the continuation of one another.
The project has the objective beyond what is already said to restore the architecture, in the contemporary city, its true social role and representative.

The structural composition of the building and the electrical and special systems will be designed to make the building energy consumption to almost zero. The particular type of structure, characterized inter alia by the presence of a 'interspace between the panes outside of the facade and the internal ones, optimizes the influx of sunlight and minimizes the need for artificial lighting, in addition to creating a chimney effect to promote efficient natural ventilation. It provides a system of recovery of rainwater that will be used for irrigation of the park, located in the basement for car parks and that includes, among other things: data processing center, press center, telephone exchange, archives, warehouses, electrical and mechanical connections.
To minimize power consumption, thermal and electric, it will make extensive use of renewable sources, such as solar photovoltaic and thermal, geothermal plant and will be installed in a plant and a trigeneration system BMS (Building Management System).
In particular, they will exploit the platelets of the structure and the wide available surface destined to park, for the realization of a geothermal plant that will allow to obtain the majority of the thermal energy required to meet the needs of the structure. Combined with this technology, it is proposed an air-conditioning heat pumps earth-water.
The interior windows will be constructed through the use of photovoltaic modules glass - glass for the realization of electrical energy. For integration of this photovoltaic plant, it is expected the use of solar cells particular to exploit the area occupied by the tensile structures.
To complete the requirements of the generation of hot sanitary water, as well as thermal and electrical energy, it is proposed the installation of a trigeneration system.
Works on proposed will be managed through a system of BMS.
For the monitoring of environments and maximizing energy efficiency, it is proposed the use of a system in total control of the individual rooms (microclimate control sensor lights lux / Occupancy native integration DALI) that allows you to combine the management of HVAC systems, lighting and drapes (curtains, sunshades, etc.) in one perfectly coordinated and integrated. With this new system, room automation provides more flexibility to meet every requirement. This results in many benefits for users: maintaining the correct temperature, perfect lighting conditions and good indoor air quality at any time, as well as for energy efficiency, reducing CO2 emissions, to protect the environment.
The valves on the fan coil will be 2-way, for a variable flow in function of the temperature and of employment.
To control the central Thermo Fridge, it proposes the 'use of a modular programmable controller. For this purpose, the circulation pumps should be at variable with gateways for integration in building management system. It will be used an Air Handling Unit (AHU), which will involve the installation of an inverter delivery and recovery with CO2 sensor and air quality, along with the bypass of the recovery of Uta.
Integrations serial hypothesized for BMS system proposed are:

For the realization of the preliminary design, it is estimated a time of six months, while the construction is expected to be needed about three years.
