The plan shows an eight story eclipse shaped building . This ensemble can be divided into 3 components: laboratory eight-story framework, administrative four-storied framework, volume of the first floor. Laboratory and administrative framework are united into the uniform ensemble by the volume of the first floor. The ensemble symbolizes a green leaf with dew drops, where the volume of the ground floor is a leaf and the laboratory and administrative blocks are the dews of different sizes. The composite solution of this shape is designed according with the requirements of the town-planning committee, as well as taking into consideration architectural expression and originality of the applied solutions. The architectural image is dictated by the need to create a unique scientific center which doesn't have analogs both in the Republic of Kazakhstan and beyond.

Volumes of the laboratory and administrative frameworks feature a dome design (geodetic or also known as "Fuller's domes") the use of which is dictated by the necessity to create volume which would resemble drops. The domes possesses a number of advantages in their unique architectural construction. Domes has a large bearing capacity. the Wider it is - the higher it becomes. Simple constructions allow a quick composition, using light elements and a small construction labour group: structures up to 50 meters can be assembled without construction cranes. The dome with an ideal aerodynamic shape can be constructed in severe climates.

Planning pattern of the building is radial, due to the shape of the building in the plan. The northern facade is a focal point of the building with the spacious entrance group, equipped with all the necessary attributes required for the access of people with disabilities. There is a tilted roof over the first floor of the building that serves as a protection against adverse weather conditions. Additional entrances such as employee entrance, the entrance into the personnel canteen, and the loading zone of the canteen are located on the south side of the building. All entrance groups have platforms in the structure. The building has a ground floor, which serves as a stylobate throughout the building. Technical service rooms, and parking facilities are located there. The volume of the first floor hosts a conference hall, a conference room, an extensive hall, which is well suited for exhibitions, a wardrobe, and some service rooms.

The administrative framework contains all the necessary premises for the administrative "Center". The labs are located within the laboratory framework.

The structural frame of the building is presented as follows: monolithic reinforced concrete frame, with the division of diverse height volumes into a different frames using seismic stitching. Some floors of the building have console parts of overlapping which is provided with the diaphragms of rigidity on columns axes.

The engineering component of the building provides application of the state of the art and environmentally friendly technologies - the central heating system, ventilation, conditioning and heat recovery system, with a possibility to regulate air temperatures in various parts of the room. The water supply system and sewerage incorporate cleaning constructions allowing to save water. There are solar panels on the top of administrative and laboratory frameworks spherical covers. These solar panels ensure provision of electricity for the building.

The landscape design of the Сenters premises features lawns, pedestrian parks and recreational areas. A guest parking is equipped for the physically challenged guests.
