The city is a living organism, its watercourses run through its territory, spreading throughout its "body", touching, flooding and absorbing all its cells, reaching and modifying the organism as a whole. Such range and importance characterize them as an efficient vessel of a city's recovery or degradation. Pollution, garbage, stench and abandonment: the Dilúvio stream is sick, the city of Porto Alegre is sick. Along its 14 kilometers the most recurring symptom is the absence of people on the avenue and on the margins of the stream. They don't appear, participate or interact, leaving room for a growing number of pollutant vehicles that run alongside walls and fences that segregate the buildings from the urban environment, that segregate the stream. The healing process must be initiated through a punctual intervention, that will gradually produce effects, improvements and revitalization throughout the area and the rest of the city. Like an antidote, the revitalization of important spaces within the intervention area, the stream's revitalization and the valorization of its margins with the creation of a linear park, new open public spaces, new buildings and multiple uses will start the healing process. Activities like the ones proposed with the implementation of the Urban Study Center, Samba and Choro Music School, Local Music Museum and Local Art School attract people to the area and promote the local culture. Increase locals self-esteem, stimulate the community's participation, provide convivial spaces, and resettle those who live there on good and dignified housing. Heal the watercourses, heal the city! ________________ A cidade é um organismo vivo, seus cursos d’água percorrem seu território, espalhando-se pelo seu “corpo”, tocando, inundando e absorvendo todas as suas células, atingindo e modificando o organismo como um todo. Tal abrangência e importância os caracterizam como um eficiente veículo da recuperação ou da degradação de uma cidade. Poluição, lixo, mau cheiro e abandono: o Arroio Dilúvio está doente, a cidade de Porto Alegre está doente. Ao longo de seus 14 quilômetros, o sintoma mais recorrente é a ausência de pessoas na avenida e nas margens do arroio. Elas não comparecem, não participam, não interagem, dando espaço para um número crescente de veículos poluentes, que percorrem o trajeto perpassando os muros e cercas que segregam os edifícios do espaço urbano, que segregam o arroio. Iniciar a cura da “doença” por meio de uma intervenção pontual, que produzirá gradualmente reflexos, melhorias e revitalização no restante do conjunto, no restante da cidade. Como antídotos, a revitalização de espaços importantes existentes na área de intervenção, a revitalização do arroio e a valorização de suas margens com a criação do parque linear, novos espaços públicos abertos, novos edifícios e multiplicidade de usos darão início ao processo de cura. A implementação de atividades tais como o Centro de Estudos da Cidade, Escola de Samba e Choro, Museu da Música Local e Escola de Arte Popular atraem pessoas à região e promovem a valorização da cultura local. Aumentar a autoestima dos moradores do entorno, incentivar a participação na comunidade, prover espaços de encontro, de trocas e reassenta-los em novos edifícios de moradia adequada e digna. Cure os cursos d’água, cure a cidade!
