This project proposes a responsible urbanism based on the heterogeneity of the program, on the urban porosity and on the adaptability to different situations and events. ​ We did not want an intervention that worked only in times of concerts and festivals, but a urban fabric that formed part of the daily life of the city and of the heritage of daily spaces of inhabitant of kaohsiung.  The project extends along a bay in a extent of more than 11 hectares. Different situations of contour do that the project is divided in three differentiated areas:  ZONE 1: This zone is articulated by the outdoor performance hall (for 12.000 persons), large performance hall (5.000) and the pop music museum, that in a great gesture of continuity is finished off by two towers, one of 113 meters of height and other one of 83 meters.  ZONE 2: In this area we incorporate to the program stipulated by the organization a night market which is the form of leissure most extended in Taiwan, and that guarantees the life in the bay during every day of the year. The Marine culture Exibit Center, passes for this zone to 6 meters of heights, is designed as a promenade between the different pavilions and with the sea always present in the horizon.​  ZONE 3: This zone of longitudinal character swes two important poles of attraction, the nw station of ferrys in the southern part, and the new night market in the northern part. It created several streets, a covered gallery and with the access to the small performance halls (8 performance halls of 200-400 persons), a maritime pass to level +8 with access to different gardens of the water, and a great walk of 10meters with bicycle rail.  Este proyecto plantea un urbanismo responsable basado en la heterogeneidad del programa, en la porosidad urbana y en la adaptabilidad a las distintas situaciones y eventos.  No queríamos una intervención que funcionase únicamente en momentos de conciertos y festivales, sino un tejido que formase parte del día a día de la ciudad y del patrimonio de espacios cotidianos del habitante de kaohsiung.  El proyecto se extiende a lo largo de una bahía en un extensión de mas de 11 hectáreas. Las diferentes situaciones de contorno hacen que se divida en tres áreas diferenciadas:  . ÁREA 1: En esta zona se articulan el auditorio exterior (para 12 000 personas) el auditorio interior (5000) y el museo de la música en un gran gesto continuo que queda rematado por dos torres, una de 113 metros de altura y otra de 83 metros. . ÁREA 2: E​n esta zona incorporamos al programa estipulado por la organización un night market, que supone la forma de ocio mas extendida en Taiwan, y que garantiza la vida en la bahía durante todos los días del año. El museo del mar transcurre por esta zona a 6 metros de alturas, y esta concebido como una promenade entre los distintos pabellones y con el mar siempre presente en el horizonte. . ÁREA 3: Esta zona de carácter longitudinal cose dos importantes polos de atracción, la nueva estación de ferrys al sur, y el nuevo night market al norte. En ella creamos diferentes calles, una galería cubierta de carácter cultural y con los accesos a los auditorios pequeños (8 auditorios de 200-400 personas), un pase marítimo a cota +8 con acceso a diferentes jardines del agua, y un gran paseo de 10 metros con carril bici.
