In case of emergencies and natural disasters in the realization of public facilities the essential are the speed of execution, the versatility of the materials and the reversibility of the interventions. Assumes even greater significance to the environmental compatibility of the intervention and its energy self-sufficiency. In the project we have endeavored to comply with these parameters. The result is a modular square 3.26×2, 26mt which is repeated as many times as needed for specific actions, the size of the entire complex can then be adapted to individual needs. The suggested building consists of ten modules for a net area of 105.00 square meters with a clear internal height of 3.00 meters. Inside we provided an internet point of 21.00 sqm, an area of 21.00 sqm info point, a waiting area, an atrium and an office of 9.00 square meters. The building is equipped with toilets. Inside the housing is also provided an ornamental garden. The structure is made by stainless steel profiles, box sections for pillars and HE profiles for beams, holding the precast steel and concrete roofs made with thermal insulation and waterproofing. Resting on the floors are precast concrete and insulated walls, while the coverage is made by ventilated sheet metal. On the roof are PV modules over an area ranging from 80.00 to 120.00 sqm. Outside there is a second skin polycarbonate panels, which in summer creates a ventilated space that can moderate the sunshine. In winter, the presence inside the cavity of radiators creates a stream of hot air that heats the walls providing thermal comfort. The windows are aluminum frames and double glazing. The night lighting consists of fluorescent lights (neon) placed inside the walls and floors and masked by translucent glass. In the evening they generate scattered light, while color effects are obtained only with LED lights. The exterior is illuminated by LED lights in green, white and purple. The choice of these three colors is an interpretation of the original colors of the Italian Republic flag
