Based on the Civic Vision resulting from an extensive public planning process, the goal of Cooper, Robertson’s master plan for 6 miles of the Delaware Riverfront in Center City Philadelphia is to provide a practical implementation strategy for the phasing and funding of public enhancements to the waterfront, including locating parks, waterfront trails, and connections to existing neighborhoods. Zoning recommendations to shape private development and design guidelines for public spaces are also key components. Establishing a dialogue with stakeholders and incorporating public input was central to the process. The Cooper, Robertson team had direct contact with neighborhood associations, elected officials, heads of major state and local agencies, as well as property owners and developers. At the end of each phase, the team conducted a public meeting to solicit feedback and engage people in the work’s progress. Jury Comments This is a very bold, long term vision. The project demonstrates great connectivity back into the neighborhood fabric, integrating both existing buildings, developed open spaces, and the esplanade walk. A good range of density has been represented, particularly along the river, and this plan has transformed the city in a substantial way.
