The tower is open to the park and the nearby streets, is connected to the existing library, she produces wind and photovoltaic energy for herself and for the city, the trees in the floors purify the air of the city and eliminate pollution.
The tower can be built in four different moments; in the lower part there are shops, offices, the expansion of the existing library and a traditional parking; in the middle there are shop, bar, restaurant and the arena, in the upper part there is the automatic parking.
