Stefano Boeri Architetti, Metrogramma Milano and Inside Outside win the competition for the Parco del Ponte in Genoa.

Among the six proposals that reached the final stage, the chosen one was the one submitted by the Milan-based studio of Stefano Boeri, group leader of the design team, by Metrogramma of Andrea Boschetti and by the Dutch studio Inside Outside of Petra Blaisse.

“A Red Steel Circle. A ring that embraces - passing under the new bridge - an area made of iron, water, cement and asphalt. The "Red Circle" symbolising the powerful local tradition of blast furnaces, cranes, and overhead cranes, runs along the locations where the tragedy of 14 August 2018 occurred. It embraces them without separating them from their context, linking them together, [...] joining the separate sections through bike/pedestrian path and distributing the renewable energy generated by the solar collectors - thermal and photovoltaic - located on the roofs of the buildings, by the Wind Tower and by the piezoelectric flooring (which symbolically contribute to the energy balance) converting into energy the traffic flows that run through the new Bridge and the Circle. Energy and movement that flow into the Wind Tower". This is how Stefano Boeri, group leader of the team that won the competition, opens the presentation that summarises the key points of the project.

The urban project, named "The Polcevera Park and The Red Circle" has been thought out as a system of parks with different ecologies and infrastructures for sustainable mobility and smart buildings for R&D and manufacturing with the aim of reversing the current image of the Polcevera valley, from a complex and tragically devastated place to a territory of sustainable innovation for the rejuvenation of Genoa itself.

The Red Steel Circle - a symbolic element and embodiment of the "urban sewing" of the two sides of the valley - develops changing its nature: it becomes a walkway, a raised square, an access and exit ramp, a corridor between the buildings or an underground path and connects all the different territories, highlighting the great urban botanical park: the Polcevera Park. A new regenerated site that will run under the new bridge, designed by Renzo Piano to replace the Morandi Bridge that mostly collapsed in August 2018 causing a tragic accident and several deaths.

"Rebuilding from an architectural and urban point of view but above all from a social point of view. For this reason, the rebirth called for a project that first and foremost would be a hymn to life. Joyful, with quality services, designed primarily for people, people who live and work there. We strongly wanted the vision to embody the colours and scents of the Mediterranean, of which Genoa is a symbol in the world. In fact, the goal is to rebuild a cohesive urban system, socially active, innovative so as to revitalize not just the area but also the neighbouring ones by turning it into an attraction. The architectural project proposed consists of the design of World Buildings that is large clusters of buildings with a multi-functional role and a streamlined yet recognisable architectural language. Inspired by industrial architecture and the blue colour of the Mediterranean, the new buildings are built with sustainable materials and the large roofs offer surfaces for the production of renewable energy.  The buildings open up to the park and are intersected and connected by the Red Circle," adds Andrea Boschetti, founding partner of Milan-based Metrogramma.

The Red Steel Circle is first and foremost a relationship-building structure: it is a bike-pedestrian road 1570 meters long, 6 meters wide and 250 meters radius, equipped with a 120-meter-high Wind Tower for the production and distribution of renewable energy that connects the district just in front of the new station. The latter houses a system of wind turbines and belongs, like the Red Circle, to the new energy network of Polcevera created thanks to the contribution of the German firm Transsolar.

The Red Circle is part of a sustainable mobility grid where bike and pedestrian paths, smart mobility lanes, shared surfaces and intelligent parking spaces all come together inside a strategy developed with MIC | Mobility in Chain, with the goal of creating a safe public space on a human scale.   

The Polcevera Park, basically consists of a system of parks that gather in the overall vision the variety of plants and trees typical of the Mediterranean basin, designed by Inside Outside | Petra Blaisse and built with the contribution of agronomist and landscape designer Laura Gatti and geologist Secondo Antonio Accotto.

"The landscape project presents itself as a structure of parallel stripes that organises the entire site, giving rise to a botanical park where each strip, whose width varies from 7 to 20 meters and is marked by an aligned path, represents a different type of garden, thus increasing the degree of biodiversity of the entire area. And of the experiences for the citizens through the typologies themselves and the equipment (it will be possible to use recreational, educational and socialisation areas as for playing sports, collecting flowers and fruits, using animal dedicated areas). Running perpendicular to the linear gardens there is a further zig-zag path that becomes the only connection between East and West until one reaches the Red Circle that intersects all the stripes and creates connections that were previously impossible, allowing cyclists and pedestrians to move everywhere with previously unimaginable ease. The Red Circle, together with this system of paths puts available in a very efficient way all the green spaces and areas of the Park, giving to citizens and visitors an experience of the landscape that is both beautiful and intimate [...]. All green areas and the squares will be created so as to absorb rainwater, extra water will be collected and used for irrigation and such. The efficiency of this new landscape does not only have a practical function such as the  sustainability of the water management, but also embodies the symbolic value of Genoa's comeback after the Morandi Bridge tragedy". These are the words used by Petra Blaisse and her Inside Outside Dutch studio to describe the Park.

In the heart of the Park stands Genova in the wood: an art installation featuring 43 trees, designed by artist Luca Vitone, dedicated to the memory of the victims of the suddenly collapsed Morandi bridge as well as to the timeless memory of the pain and faults of mankind but, at the same time, a symbol of the indomitable strength of a city.

"Each tree will be dedicated to a Ligurian figure from every period of the cultural scene from Montale to Pivano, Germi, Villaggio, Strozzi, Scanavino, Alberti all the way to Coppedé. Figures that were born in the region or that have found in the region the right environment for their growth, individuals who, with their imagination, were able to contribute and export in the world the image of Genoa and Liguria. Each name of the author will be hidden by its anagram that will give the title to the plant  and it will be up to the visitor, as in any puzzle game, to discover the person to whom the tree is dedicated. Paths that can be freely explored inside the “Forest”, where benches with peculiar shapes, such as wheels or crosses make the perfect place to read and rest in the shade of the trees. Visitor's curiosity will be satisfied by the botanical data sheets - symbolic - biographies that for each tree/author will have an explanation of the affinity, pairing and relations. This information, with the related anagram solution, will be available through an app designed on purpose for the project. Also, a library is planned dedicated to books on botany and on the authors who are  protagonists of the Forest," says the artist Luca Vitone.

The Parco del Polcevera will become a new centre: all around it, the district will be reborn, understood as a community of life, relationships and exchanges. The BIC buildings in the Green Factory area, the New Forts and the ex Mercato Ovaivicolo become new hubs of productivity and innovation, essential ingredients for a sustainable rebirth also from the economic-financial point of view as studied in depth by H&A Associati.

The project will be built through an open participatory process (for the month of October 2019), with the active involvement of the administration, inhabitants and other local stakeholders. Called "The Polcevera Table 2.0", it will be a tool that will accompany all phases of the work, from the design to the construction, also using tools such as temporary structures for the start, implementation and finalization of the process, as defined in the tender by Temporiuso.

"The Red Circle, the Tower, the World Buildings, and the Polcevera Park with its vital chromatic and botanical variety will act as Genoa's welcome to the passers-by of the  future - says Stefano Boeri - A welcome to the world that crosses it and reaches Genoa from a network of infrastructure that stretches from east to west connecting Italy to Europe, parks perched on vertical walls, workers and noblewomen, singers-poets and naval engineers. A Superb City, even though it is afflicted by poignant melancholy; beautiful, even if in the harshness of its everlasting contradictions. A city of steel and sea, sculpted by wind and tragedy, but always able to stand tall".

“Un Cerchio di acciaio, Rosso. Un anello che abbraccia – passando sotto il nuovo Ponte - un territorio di ferro, acqua, cemento e asfalto. Il Cerchio Rosso di acciaio, memoria di una potente tradizione di altoforni, gru, carroponti, corre attorno ai luoghi più vicini alla tragedia del 14 agosto 2018.
Li abbraccia senza separarli dal loro contesto, ma anzi legandoli tra loro, […] salda tra loro le parti separate con un percorso ciclo/pedonale e distribuisce l’energia rinnovabile prodotta dai collettori solari - termici e fotovoltaici - presenti sui tetti degli edifici, dalla Torre del Vento e dalle pavimentazioni piezometriche (che contribuiscono simbolicamente al bilancio energetico) convertendo in energia i flussi che percorrono il nuovo Ponte e il Cerchio. Energia e movimento che confluiscono nella Torre del Vento”. Così Stefano Boeri, capogruppo del team che ha vinto il concorso, apre il Manifesto che sintetizza i punti cardine secondo i quali il progetto si struttura.

Il progetto urbano, denominato “Il Parco del Polcevera e il Cerchio Rosso”, è pensato come un sistema di parchi dalle diverse ecologie, infrastrutture per una mobilità sostenibile ed edifici intelligenti per la ricerca e la produzione, con l’obiettivo di capovolgere l’immagine attuale della valle del Polcevera, da luogo complesso e tragicamente disastrato a territorio dell’innovazione sostenibile per il rilancio di Genova stessa.

Il Cerchio Rosso di acciaio -elemento simbolico e manifesto di una ricucitura urbana tra le due sponde della vallata- si sviluppa cambiando natura: diventa infatti passerella, piazza sopraelevata, rampa di accesso e uscita, corridoio tra gli edifici oppure percorso ipogeo e connette tra di loro tutti i diversi territori, esaltando il grande parco botanico urbano, il Parco del Polcevera. Un nuovo luogo rigenerato che correrà sotto il nuovo ponte, progettato da Renzo Piano in sostituzione del Ponte Morandi di cui, nell’agosto del 2018, è crollata una parte significativa causando un tragico incidente e diverse vittime.

“Ricostruire dal punto di vista architettonico e urbano ma soprattutto dal punto di vista sociale. Per questo la rinascita richiedeva un progetto che innanzitutto fosse un inno alla vita. Gioioso, di qualità in termini di servizi, pensato innanzitutto per le persone; persone che vi vivono e che vi lavorano. Volevamo fortemente che la visione racchiudesse in se i colori ed i profumi caratteristici della mediterraneità di cui Genova è simbolo nel mondo. L’obbiettivo infatti è quello di ricostruire un sistema urbano coeso, socialmente attivo, innovativo tanto da rivitalizzare non solo il quadrante stesso ma diventando attrattore per le zone limitrofe. La proposta architettonica consiste nella progettazione di Edifici Mondo, ossia grandi cluster dal mix funzionale variegato, dal linguaggio architettonico essenziale ma riconoscibile. Inspirati all’architettura industriale e al colore blu del Mediterraneo, i nuovi manufatti sono rivestiti da materiali sostenibili e le grandi coperture offrono superfici per la produzione di energia rinnovabile.  Gli edifici si aprono al parco e vengono intersecati e connessi tra loro dal Cerchio Rosso” aggiunge Andrea Boschetti, founding partner dello studio milanese Metrogramma.

Il Cerchio Rosso di acciaio è infatti, prima di tutto, un dispositivo di relazione: un sistema ciclo-pedonale della lunghezza di 1570 metri, dell’ampiezza di 6 e del raggio di 250, e distribuzione di energia rinnovabile che si apre al quartiere in corrispondenza della nuova Stazione e con una Torre del Vento dell’altezza di 120 metri che ne conclude il percorso. Quest’ultima accoglie un sistema di turbine eoliche e appartiene, come il Cerchio Rosso, al nuovo network energetico del Polcevera messo a punto grazie al contributo dello studio tedesco Transsolar.

Il Cerchio Rosso è parte di un reticolo di mobilità sostenibile, in cui si incrociano percorsi ciclo pedonali, corsie di smart mobility, shared surfaces e zone di parcheggio intelligenti, all’interno di una strategia sviluppata in collaborazione con MIC | Mobility in Chain, mirata alla restituzione di uno spazio pubblico, sicuro ed a misura d’uomo.   

Il Parco del Polcevera, concretamente, consiste in un sistema di parchi che raccolgono nella visione d’insieme la varietà delle piante e delle essenze tipiche del bacino del Mediterraneo, ideato da Inside Outside | Petra Blaisse e costruito con l’apporto dell’agronoma e paesaggista Laura Gatti e del geologo Secondo Antonio Accotto.

“Il progetto di paesaggio presenta una struttura a fasce parallele che ordinano l’intero sito dando forma a un parco botanico dove ogni strip, la cui ampiezza varia da 7 a 20 metri ed è segnata da un percorso ad essa allineato, rappresenta una tipologia differente di giardino, incrementando così il grado di biodiversità di tutta l’area. E di esperienze per i cittadini attraverso le tipologie stesse e le attrezzature (si potrà fare sport, giocare, raccogliere fiori e frutti, usufruire di aree dedicate agli animali, e altre agli aspetti ludici, educativi e di socializzazione). Un ulteriore percorso a zig-zag corre perpendicolare ai giardini lineari e diventa l’unica connessione possibile tra Est e Ovest fino a che non si arriva al Cerchio Rosso che interseca tutte le fasce e crea collegamenti che prima erano impossibili, permettendo ai ciclisti e i pedoni di muoversi ovunque con una facilità precedentemente inimmaginabile. Il Cerchio Rosso insieme a questo sistema di percorsi mette in relazione in modo molto efficiente tutti gli spazi verdi e le aree costruite del Parco regalando ai cittadini e ai visitatori un’esperienza sia estetica che sensuale del paesaggio […]. Tutte le aree verdi e le piazze saranno realizzate in modo da assorbire l’acqua piovana e le acque di scolo; l’acqua in eccedenza verrà stoccata e destinata ad altri usi come l’irrigazione. La resilienza di questo nuovo paesaggio non ha solo una funzione pratica come la gestione sostenibile dell’acqua, ma incarna anche una valenza simbolica per la ripresa di Genova dopo la tragedia del Ponte Morandi”, così descrive il Parco Petra Blaisse dello studio olandese Inside Outside.

Nel cuore del Parco del Polcevera, verrà realizzata Genova nel bosco: un’installazione con 43 alberi, concepita dall’artista Luca Vitone, dedicata alla memoria di un Ponte crollato e al ricordo del suo collasso improvviso, del dolore e delle debolezze degli uomini ma, allo stesso tempo, simbolo dell’indomita forza di una città.

“Ogni albero sarà dedicato a un personaggio ligure di ogni epoca dell’ambito culturale, da Montale a Pivano, da Germi a Villaggio, da Strozzi a Scanavino, da Alberti al Coppedé. Personalità nate nella regione o che nella regione hanno trovato linfa per la propria crescita, figure che con la propria immaginazione hanno contribuito a esportare nel mondo l’immagine di Genova e della Liguria. Ogni nome dell’autore sarà celato dal suo anagramma che darà il titolo alla pianta e sarà cura del visitatore, come in ogni gioco enigmistico, scoprire la persona a cui l’albero è dedicato. Un percorso libero che ognuno potrà intraprendere all’interno del Bosco e dove troverà diverse sedute caratterizzate da un disegno particolare a forma di ruota o di croce su cui potrà sedersi, leggere e riposarsi all’ombra delle fronde. La curiosità del visitatore sarà soddisfatta da delle schede botanico‐simbolico ‐biografiche che per ogni albero/autore ne racconterà affinità, accostamenti e relazioni. Queste informazioni, con la relativa soluzione dell’anagramma, saranno disponibili con un’applicazione pensata apposta per il progetto. Parallelamente si vuole allestire una biblioteca dedicata a volumi di botanica e degli o sugli autori protagonisti del Bosco” specifica l’artista Luca Vitone.

Il Parco del Polcevera diventa una nuovo centro: tutto attorno rinasce il quartiere, inteso come una comunità di vita, di relazioni, di scambi. Gli edifici del BIC nella zona della Green Factory, i Nuovi Forti e l’ex Mercato Ovoavicolo diventano nuovi poli della produttività e dell’innovazione, ingredienti essenziali per una rinascita sostenibile anche da un punto di vista economico-finanziario cosi come approfondito da H&A Associati.

Il progetto sarà costruito attraverso un processo partecipativo aperto (per il mese di ottobre 2019), con il coinvolgimento ampio e attivo dell’amministrazione, degli abitanti e degli altri stakeholder locali. Denominato “il Tavolo del Polcevera 2.0”, sarà uno strumento che accompagnerà tutte le fasi di lavoro, dalla progettazione alla costruzione, avvalendosi anche di strumenti quali usi temporanei per l’avvio, l’animazione e il consolidamento del processo, come definito in fase di concorso da Temporiuso.

“Il Cerchio Rosso, la Torre, gli Edifici Mondo e il Parco del Polcevera, con la sua varietà vitale cromatica e botanica – conclude Stefano Boeri - sono il saluto di Genova ai passanti del futuro. Il saluto al mondo che l’attraversa e che vi approda da parte di una città di infrastrutture che si sviluppano da est a ovest connettendo l’Italia all’Europa, di parchi inerpicati su pareti verticali, di camalli e nobildonne, di cantanti-poeti e ingegneri navali. Una Città Superba seppure affranta da una struggente Malinconia; bellissima seppur nell’asprezza delle sue irriducibili contraddizioni. Una Città di acciaio e mare, scolpita dal vento e dalle tragedie, ma sempre capace di rialzare la testa”.
