Our project is located in the middle of an old and compact urban area where historical buildings are lined up with the streets. We didn’t want to break this rhythm so we have also chosen to line up with the main street.
The shape of the building and its inclined façades respond to the wish of creating three articulated squares, more adapted to the neighborhood character, instead of a big square which, due to the scarce architectonic value of the adjacent buildings, we believe inappropriate.
We would like to give the building a solid look to convey its nature of representative public building. We place a massive block (in which windows appear as slits in the façade) in the center of the plot, this allows us to articulate three different public spaces.
The first one, considered as the entrance area and the main public space, is defined by the façade lined up with the street the end of which is raised as a cantilever to create the access to a sunny square; we have created a large buried jardinière that allows to have large trees giving shade to the square and the working areas and also mark the main access to the building.
The second public space is a small square, more domestic, where, thanks to topography, trees can be planted just reinforcing the parking’s structure.
The last space is a small square that gathers the circulation coming from the old administrative building to the new government’s seat. The two access squares are connected through the building’s lobby.
We have created two kinds of façades, one with small holes and the other with large windows. The second one is the working area façade, with big rooms facing the square’s tranquility; while the first one is the small offices’ façade.

Nos situamos en el centro de un casco urbano antiguo y compacto donde los edificios históricos se alinean a las fachadas de las calles. Nosotros no hemos querido romper este ritmo y decidimos alinearnos también a la calle principal.
La forma del edificio con sus inclinaciones de fachadas responde a la voluntad de crear tres plazas bien articuladas en lugar de una gran plaza que no consideramos oportuna dado el escaso valor arquitectónico de las edificaciones adyacentes; creemos que estas tres plazas se adaptan mejor al carácter del barrio.
Queremos dar al edificio un aspecto de solidez que trasmita su naturaleza de edificio público representativo. Situamos un bloque macizo donde las ventanas aparecen como recortes- en el centro de la parcela lo que nos permite articular tres espacios públicos de diferentes lecturas. El primero, ámbito de entrada y que consideramos el espacio público principal, viene definido por la fachada que se alinea a la calle Montcada y levanta su extremo en voladizo para crear el acceso a una plaza soleada. Creamos una gran jardinera enterrada que favorece el crecimiento de árboles de gran tamaño que dan sombra a la plaza y a las zonas de trabajo y marcan el acceso principal al edificio. El segundo espacio público se entiende como una pequeña plaza de carácter más doméstico donde, gracias a la topografía, podemos plantar árboles sin problemas, simplemente reforzando la estructura del aparcamiento. El último espacio es una pequeña plaza que recoge la circulación que proviene del antiguo edificio administrativo hacia la nueva sede del gobierno de las Tierras del Ebro. Las dos plazas de acceso quedan conectadas a través del vestíbulo del edificio.
Hemos establecido dos tipos de fachadas: una con pequeños huecos y la otra con grandes ventanales. Esta última corresponde a la zona de trabajo de grandes salas, encaradas hacia la tranquilidad de la plaza, mientras que la fachada de pequeñas ventanas corresponde a despachos de menores dimensiones.
