The design concept is intended to be relevant to and congruent with the existing site, and derives its inspiration directly from the pure urban and local landmarks. The Pier is reminiscent of an overturned shipwreck, a permeable shelter that allows one to look through on three different levels. The Sanctuary is also organized by three different levels and spaces, open on top but protected from the elements by transparent sails, evoking a spiritual dialogue with the sea and the sky. The functional box shaped arms project from the main shell in directional and proportional relationships with the Brooklyn Bridge and the Pier 17. Open space redevelopment evokes memories of the earlier elements of the area, such as Peck Slip, which, once covered by the river, is here represented by a water feature. Furthermore, the shape of the new Floating Garden Piers is derived from the overlaps of all of the former piers.
