Natural and political boundaries in Shenzhen helped to create and define the city, turning what was once a fishing village into a sprawling metropolis of more than ten million people. the exceptional legal situation in Shenzhen’s Special Economic Zone (SEZ), located in close proximity to the Special Administrative Zone (SAZ) of Hong Kong, attracted foreign and government investment; this, in turn, created a boom in manufacturing. Borders also shape the urban fabric at a smaller scale. Varying rights of land ownership, development priorities, and use – along with the separation of stakeholders and their corresponding spatial expressions – have made Shenzhen into a checkerboard of density, scale, and qualitative characteristics. The main purpose of our suggest is Create and strengthen the hierarchy of centers and sub-centers throughout the Pearl River Delta, reinforcing the urban network between them in addition to Better connect urban blocks through infrastructure or built means, while retaining the desirable aspects of a strong place-based identity.
