The Tbilisi Public Service Hall is situated in the central area of the city and it overlooks the Kura river.
The building is made up of 7 volumes that contain offices (each volume is made up of 4 floors located on different levels). These volumes are placed around a "central public square", which is the core of the project,  where there is the front office services. Offices are connected to each other by internal footbridges that stretches on different levels.
Volumes and the central public space are towered above by 11 big "petals" that are independent both formally and structurally from the rest of the building. Three of those big petals covers the central space. The petals, different for their geometry and dimension, reaches almost 35 meters and they are supported by a structure of steel pillars with a tree shape, visible, as well as the petals, externally and internally from the building.
Among the petals, that are at different levels, are the glass facades. The main characteristic of these facades is that these have been released completely from the structure of the petals, allowing relative movements between the facade and the spatial network structure of coverage. This decision was taken to prevent that any movement of the cover, mainly due to oscillations for snow loads, wind or thermal expansion, can lead to the crisis of the glass.
The Tbilisi Public Service Hall includes: the National Bank of Georgia, the Minister of Energy, the Civil and National Registry.

Il Tbilisi Public Service Hall è situato nell'area centrale della città e dalla sua posizione domina il fiume Kura.
L'edificio è composto da 7 volumi a sbalzo che ospitano uffici (ogni volume è composto da 4 piani posizionati su livelli differenti) disposti intorno a una "piazza pubblica centrale", nucleo del progetto, dove trovano posto i servizi al pubblico di front office. Gli uffici sono collegati tra loro da passerelle interne che si snodano ai vari livelli.
I volumi a sbalzo degli uffici e lo spazio pubblico centrale sono sovrastati da una copertura di 11 grandi "petali" formalmente e strutturalmente indipendenti dal resto dell'edificio. Tre degli undici petali sono a copertura dello spazio centrale. I petali, diversi tra loro per geometria e dimensioni, raggiungono un'altezza massima di 35 metri e sono sorretti da una struttura di piloni ad albero (triadi di elementi tubolari in acciaio) visibili, così come i petali, esternamente e internamente dall'edificio. Tra i petali, posti a quote differenti, sono presenti delle facciate vetrate. La caratteristica principale di tali facciate è che sono state svincolate completamente dalla struttura dei petali, permettendo movimenti relativi tra la facciata stessa e le reticolari di copertura. Tale scelta è stata adottata per prevenire eventuali movimenti della copertura, dovuti principalmente a oscillazioni per carichi di neve, vento o dilatazioni termiche, possano portare alla crisi dei vetri.
Il Tbilisi Public Service Hall accoglie al suo interno: la Banca Nazionale della Georgia che è l'unico volume , il Ministero dell'Energia, il Registro Civile e Nazionale.
