Before the mass urbanization of Manila, the Pasig River served as an important means of transport; it was the city's lifeline and center of economic activity. After World War II, massive population growth, infrastructure construction, and the dispersal of economic activities to Manila's suburbs left the river neglected. The banks of the river attracted informal settlers and the remaining factories dumped their wastes into the river. Industrialization had already polluted the river.

Illegal disposal of industry waste, residence garbage, human waste and sewage is common. Furthermore, neither governmental inspection nor local governing control is barely established now.
Although around 50,000 to 100,000 people live near Pasig river, there are only three sewage disposal plants. This takes up only 10% out of all sewage disposal plants in Manila. In 2005, the ministry of environment & resources declared that the Pasig river is biologically dead. And in following year, United Nations Development Plans report enrolled Pasig river into the list of the most polluted rivers. Accordingly, we suggest that the purifying tower representing Manila city and emotions of resident people.

The water from Pasig river flow into each point of node spread over the bottom of tower. Water came through outer surface and observed to permeable media moves to vertically located. To using a movement of solvent molecules through a selectively permeable membrane into a region of higher solute concentration water can move to all direction without any physical power. For that reason, building could have dynamic shape without high cost of maintaining.

This tower has no separate precipitation tower. Compared to the traditional sewage purification system, the nano membrane separation purification system, which takes up less space, is established. This technology not only enables purification of sewage, underground water and desalination to be done, but provides with the great amount of water management under less 50% of operating pressure than previously operated system. The Nano membrane separation system seems to be perfect match for the city such as Manila which has the high density of population and does not have the basic infrastructure for sewage and waste purification.
